Cannot adjust Storage memory and Program memory if ROM-only file s

hi,

The problem is if I enable hive base rigistry and ROM-only file system, then
I wan not adjust Storage memory and Program memory via system properties.
But I can adjust it via SetSystemMemoryDivision/GetSystemMemoryDivision.
Anyone know what is the problem of it?
