What happens if you do not localize the image? Are you sure that the swedish
..res files are there (ands no other program
is preventing res2res to handle them)?

I supspect something broken in your Platform Builder installation: I have an
emulator image with XP skin which is
not localized so I did a quick try: I selected Swedish locale and run
makeimg and it's all OK:

I'm trying to include the XP-like skin to a CE image. Specifically to
modify
the scrollbar thumb and arrow BMP's. i can build the image if I deselect
the
XP-like skin option, but when I include it I get the following error in
the
build.log
