ActiveSync & CEDB event database

Hi guys,
I am facing a peculiar problem.
Repllog.exe is scheduled to start at an RS232ConnectionEvent right?
So whenever is perform a power cycle for the system (i.e a shutdown
and restart not a hard reset),
there seems to be extra entry for the same notification added in the
Event DB.
I viewed this behavior using the PHM power toys, this notification
entries seems to keeps on adding
for each restart. So after a while activesync stops working. When I
remove all these reduntant entries
in event db, activesync starts working again.
have anyone else seen this behavior?
A temporary fix is to clear the redundant entries for repllog in event
db.
But I want to know why this duplication is happening after system
restart?
