Are you talking about storage or program memory ?

I know some sites like youtube, download entire movies to cache (usually
ram-disk, so storage mem is required).
So if the movie is 100MB you might have a problem.
Ofcourse it still shouldn't crash....
But it might make a differrence for your debugging and/or solution.

The IE program in CE is basically a wrapper around some com-objects with
interfaces like "IWebBrowser2", chances are the bug is inside these objects,
AFAIK you cannot debug these (?) , not sure if the sourcecode of these is
provided...
