The real answer is that, without connecting to a network, you can't know
that the card is functional (that should be obvious; without turning on the
engine, how would you know if the car runs?). So, if you can't connect to a
network to diagnose the card, you might as well just verify from the device
registry that the driver was successfully loaded. The driver might do some
simple testing to verify that the card is accessible. Without reading the
source for the driver, you won't really know what it does, though. Just
checking the registry won't catch most problems with the actual
communication, but you've eliminated all real testing by saying that you
don't want to connect to a network...

I want to test the network card(wired/wireless) is working without
conneting
to the net. just test the communication between the system and the network
card, actually, this application is written for the worker to check the
