About local language setting

Hello everyone,

I am using same BSP to build my two WinCE platforms, the OS is work well
when I set local language to english , but not in janpense .

There are no error occur when building the platform , but system behave is
difference after CE start,the english os is no problem , but the janpense os
will automatic hung up after os start about half minutes or more ,the screen
is still show , but the system is totally have no respond yet .

I feel so strange and have no idea how to deal with, can anybody help me ?
