But it is only applicable to english os. How can I change the string with

You should not modify the .rc file in the public tree! However, it
doesn't look like the shell strings that you're interested in are
localized, like you would find the LOC_* strings in common.str.
IDS_CONFIRM_DEL_RECBIN is local to the ceshui component. So you'd
need to clone the component and change the strings in your cloned
code. If you'd like, use the \0409, \0410, etc. format that CE uses
for containing your int'l strings (i.e., <component>\oak\file\intltrns
\0409\<component>.str).
