Compatibility of windows ce and windows mobile

Hello,

I want to develop a windows mobile driver for our SDIO device, but I
have no idea about how to get the development tools.

After searched this group, I found that "MS only supply these tools to
the company which sold a large number of devices". Our company is a
small company which focus on IC design, we cannot get these tools from
MS.

But the tools for windows ce are still available, and I want to know
if there is any difference between the drivers of windows ce and
windows mobile. If I develop our SDIO device driver on windows ce, can
I install it on a windows mobile device which has a SDIO port?

Thanks.
