as any proprietary thing, VIA ATAPI driver works better with VIA chipset environment - imho. At one time, VIA advised using their ATAPI as more advanced and faster one for some types of disk-on-modules.
MS ATAPI driver is more generic.

Is there any reason why I would prefer the VIA atapi ?
Does it support something that MS doesn't ?

That wasn't expected for a proprietary but free BSP.
Yes it takes some time on some boot media. In fact some disk-on-modules even
can hang on boot on VIA boards. That's because VIA ATAPI doesn't support
well any IDE disk device in the world.
You can try to build an image based on CEPC BSP rather than VIA BSP and then
add or replace one driver at a time. Perhaps you may wish to keep Microsoft
ATAPI and not use VIA ATAPI driver.
Regarding VIA BIOS - as far I know you can't turn it off entirely. Maybe you
can replace it with your own BIOS which will do nothing ?
Feel free to contact VIA directly. We gave up on that a while ago - small
company needs seem to be of no interest to VIA probably due to low enough
revenue.
