It has nothing to do with the CPL volume applet.
The upper layer s/w operates within the virtual
range of [0000h (silence) .. FFFFh (the highest)]
for each channel, it is up to the audio driver to
calculate and apply the absolute value.
You will need to tweak you audio driver to lower
the upper boundary. Do you have the driver sources?
