Yes, they are loaded by the device manager during boot.
They are not in "kernel context" in CE version previous to CE 6.0.

I have seen entry of sdbud.dll in common.reg file. I have also
seen entry of sdmemory.dll(client driver) in the same file with
some IdleTimeOut value.

The client driver is loaded by sdbus when a card is detected and its
identification data match those required by that specific client.
Clients are not loaded at boot time, unless the card is already in the
slot, of course.

So if sdbus.dll is loaded by device manager, whether client driver
is also loaded by device manager?

The client is loaded by sdbus and runs inside the device manager
process.

Can you please tell me
what is that IdleTimeOut, we need to write in .reg file for dlls?

I think that is something SD specific. Check SD memory card client
documentation (or source) for information.
