I ended up giving up on the DUT Application and simply did the HCI call
when the Bluetooth Stack was being loaded.
This was not an ideal solution because I needed to create an image that
turned BT DUT on, but then the Bluetooth stack had to be disabled so
DUT could be run without being interrupted.
