Most likely this error message indicates that you don't have console.dll
installed on your system. It's possible to get cmd.exe without the console
piece for the headless device scenario, where telnet service consumes
cmd.exe output/input. The magic here is SYSGEN_CONSOLE=1 when creating your
image.
If that doesn't help, I'd go with Paul says about posting DEBUGMSG's to the
group.

Capture the serial debug messages from a DEBUG build of the OS and read
what's going on around the time of the launch of the program.
