DHCP npt allocating IP address

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

When I download the Debug Image DHCP allocates proper IP address,
But in this case when I trap frames for allocating Ip address My device
Always send
192.198.0.2 address as request to DHCP server and sets Address given by
DHCP server.

And major problem is that DHCP unable to allocate the IP addres in
NODEBUG image.
