This depends on your hardware.
Some devices have a small internal ROM that contains a very simple
bootloader that could be used to download a new bootloader in flash
(the cirrus ARM family has this feature IIRC), but most of the
microprocessor where CE run don't have this feature already implemented
in hardware.
If you already have a bootloader that can download an image via UART
and write it in flash you may download your eboot and overwrite it but
if your eboot is not working or something goes wrong in the write
process you'll have a dead device...
