Internet Explorer cache - how does it work? How is it synchronized?

Tech-Archive recommends: Fix windows errors by optimizing your registry

How does the internet explorer cache work? Is it
some sort of service or driver? Is it hosted in filesys
or services, or is it some kind of memory sharing by
some dll?

What if several apps use internet explorer com objects?
How is the access synchronized in the cache?
