PB 5.0 debugger won't attach when using "Never download image."

SUMMARY:
When I store the OS image in FLASH on my target, and use the "Never
download image" option in Core Service Settings, the target jumps to
the image and boots into CE, but does not attach to the debugger.

DETAILS:

WORKS: Set the option in "Connectivity Options"->"Core Service
Settings"->"Download Image" to "Always", then run "Target->Attach".
Boot the target device. PB downloads the image into FLASH, and then
the target boots and connects to the debugger.

FAILS: Write the same image into flash on the target, and then change
the option in "Connectivity Options"->"Core Service
Settings"->"Download Image" to "Never" (jump to image only), then run
"Target->Attach". Boot the target device. The target jumps to the
image in FLASH and boots into CE. PB sits in the "Download Runtime
Image" dialog, and is "waiting for BOOTME from target". The target and
debugger never connect.
