No, it's not downloadable any more. If you need a 4.2 version, you need to
contact your MS distributor. I don't see any good reason, if you're just
starting a new project, to even think about 4.2...

it should be possible to order 4.2 on CDs (not sure about

Don't worry, just select "Windows CE" option (not eXP)
and go through the registration procedure. You will get
Platform Builder 5.0 in the end.
