Clarifying Anthony's note - it doesn't work for the RAM based object store
file system. You can use filters on a RAM file system runs on a RAMDISK
block driver.

Note that filesystem filters won't work for RAM filesystem files.

Only option I can think of is a File System filter that blocks what you
don't want when the calling process is activesynch. However, you need to
be careful with that as some things like file synchronization won't
operate correctly nor will installing software if you don't account for
it.
