Device for building USB host drivers

HI,
I have tons of queries on writing a USB Flash drivers on Windows CE 5.0
(or .Net) for my school project. At this point of time, I couldn't decide
if I should get a Pocket PC (Windows Mobile) or a development board. Which
is more "doable" in a reasonable timeframe (for a beginner writer)? Any
recommendations? If I choose a PocketPC (it'll be good to own my first PPC),
how can I port the driver built on Platform Builder to the device? And I
heard PPC support service sucks! On the other hand, if I choose a
development board, r there any affordable board that caters for device
driver writing (then I don't have to spend time on areas like bootloader,
BSP and such).
If you have even a slightest idea on this topic, please reply me. My head
is filled with question marks...I guess this is not a good project to
attempt...info is too scarce and chaotic!! But since I have already started
for few months (still no progress) really no choice. Also any pointers on
writing a device drivers is greatly appreciated....
