Remote Admin / Configuration

1) Why is Remote Admin called that some places, but called Remote
Configuration in MSDN and in some blogs? Are they two different things?
They don't seem to be.
2) I have WinCE 5.0 PB with a Logic PD ARM 922T, using KITL download. I am
using this as a headless device with web pages for configuration. When I
write my own web pages and set VROOT to run them off a CF card, it works
fine. I can also put them in /windows/www and that works fine. I have
WebAdmin and SysAdmin working fine. When I add the Remote Configuration
Framework, and add a VROOT to point to remoteadmin.dll, what happens when I
try to invoke it is that it tries to download the .dll to my browser. The
logs look fine:
