real time communication problem

i was trying to install the real time communication api's on my pocket pc
i'm using the platform builder 4.2 i failed to download the image ,
anyhow so i tried downloading the rtcclient.dll(the required dll)
and register it by hand however it didn't work does anyone have any ieda why?
if not can u please tell me a way to install the rtc api's on the pocket pc
i'm using an ipaq 3970 runnind pocket pc 2003(ce4.2 based)
