About create a WinCE BSP

Dear all,
Recently, I want to modify the 3rd party's BSP of XSCALE board.
After reading the BSP documents in MSDN site.
It recommended the following two ways:
1) Create a new BSP step by step
2) Cloning a existing BSP
Which one is easy? Could someone tell me? Thanks!!
