How to eliminate warm booting

I have an embedded x86 pc which uses a flash disk and no battery backed up
ram. I need to eliminate the warm boot (aparrently it gets quite easily
fooled into thinking it can do one on startup only to crash the OS). This
scenerio also requires that all setting inforamtion go directly to disk in a
manner similar to the hive registry.

Can this be done?
