Smartphone Platform?

Looking for a suitable platform for wince smartphone development.
(Or PDA phone)
ie Want to build own image with CE 5
Need GSM, GPRS
3G ??
To add wifi

Any ideas? Can I add these wireless phone capabilities as modules to a
standard , say, XScale CE system

Any ideas welcome. Cost??

Purpose: Want to use for acdemic research. Student projects.
We feel a need to develop expertise in this area.
Working on budget at moment.
