TimeOuts setting in Default power manager in WinCE4.2

Hello all:
I found that WinCE4.2 will boot into D2(SystemIlde) mode when my
BatteryPoll timeout is less then UserActivity timeout.
It seems Batterypoll timeout reached firstly and system status is
UserActive then function PlatformUpdateSystemPowerState will force
recognize system in SystemInActive and then enter D2 mode. Is it right?
Is there any setting which can notice system we are in booting phase and
disable these timeouts before system booting finished?
