Capture the serial debug messages from the device when the card is inserted.
Are you sure that the driver is compatible with generic Windows CE devices?
Many, if not most, drivers out there in binary form are for Pocket PC and
they might use APIs which don't exist on generic Windows CE devices. There
are other things that might be going wrong, too. The debug output messages
will help.

Also, *which card* are we talking about. There's no use trying to keep
various things secret as we try to help...
