Check that the flag that allows CE to store registry hives on the
storage media is not set for the CF.
Do you have a KITL compatible network adapter on your board?
(if you are using a NE2000 that would mean having 2 CF slots, I
suppose)
If a network adapter is available you can download a debug image and
check the debug output or the state of the system.
If you can't debug on that board, you may build the image defining
BSP_DBGSER_UART1=1. This will dump debug messages on the FFUART.
