Download and install *all* of the QFEs for the version of Windows CE.NET
that you are building. You can find them at www.microsoft.com/downloads, by
entering the following search terms:

"windows ce" qfe 4.2

Obviously, if you are using 4.1, use 4.1, not 4.2. that should give you a
list. Sort them by date and install the oldest one first, moving forward in
time until you've installed them all. At that point, you'll have .NET CF
1.0SP3 (not SP2), which is the latest.
