To have USB keyboard driver working correctly, you'll need a standard
keyboard/mouse driver, as the USB keyboard client driver is making calls to
a keyboard driver mounted by gwes to generate its keyboard events.
If there is no other keyboards on your device (neither matrix keyboard, nor
PS2), you should include the NOP keyboard driver in your OSDesign to be able
to have USB keyboard running.
