Remote Tools returns "Unable to load device side components"

I've seen a lot of threads about this problem but have not seen one
clear answer. When I try to run Remote Tools on either PB 5.0 or EVC++
4 (SP3), I get the error "Microsoft Activesync reports the following
error: Unable to load device side components. Please check server
configuration settings." Activesync (on USB cable) works fine on our
unit, I am able to browse/copy/etc from my PC. However, when I try to
use Remote Tools on either PB or EVC++, I get this error. I am using
Activesync as both the startup server and transport, and need to keep
it this way (no manual server, etc). I have a feeling I might need to
uninstall/reinstall all Dev applications (VS.net, EVC++, PB), but I am
hesitant to do this... does anybody know what this is about??
I tried manually copying the platman\...\target\armv4 files to our
pxa270 unit and then trying to connnect, but that still failed.
