ActiiveSync double transmission

I'm developing PC104 expansion boards. I use an x86 VIA platform board,
windows CE.NET 4.2, Embedded Visual C4.0 SP4, ActiveSync 3.8.
When I connect 6 boards all works well; connecting the 7th board makes
impossible to communicate via ActiveSync.
The only problem I can see is that the initial string from the target is
CCLLIIEENNTT instead CLIENT.
But the system works well; ethernet, graphics, keyboard, mouse. The 7 boards
also work well but it is impossible to debug any program because ActiveSync
is not connected. I verified the bus signal lines (D0-15, A0-15, /IOWR,
/IORD, BALE, AEN, /IOCS16) and all seems to work well (voltage levels,
timings, logical levels).
The problem is not a question of addressing because it is not dependent on a
particular board or on a particular address), simply take out one board
makes ActiveSync work correctly again.
Has anyone experienced a similar trouble in using ActiveSync?
