Error sysgening the Emulator

I keep getting this error when the build starts to sysgen the emulator
platform. I pick all the defaults. Any ideas?
Building on win2k (sp4) using PB 5.0 and latest update
Sysgening platform C:\WINCE500\platform\Emulator
Sysgening platform C:\WINCE500\platform\Emulator
\WINCE500\build.err
C:\WINCE500\build.err
C:\WINCE500\build.log
The error in the build.log file is:
C:\WINCE500\public\common\cesysgen\cesysgen.mak(7) : fatal error U1023:
syntax error in expression
Windows CE Version (Release) (Built on Mar 1 2004 21:46:39)
