Application or Driver for this task?

Hi all,
I have to write an program that will always run in the background doing
some tasks invisible to the user (so no windows will be shown). Also the
program will work with another driver for receiving some kind of
notifications and then acting on them.
What is the best option. Writing a windowless application (runs at startup)
or a simple driver (loaded as builtin driver)? Which has more overhead and
better performance?
