NdisMRegisterDevice not supported on Windows CE

I am trying to port an NDIS Intermediate driver that works on Windows XP to
Windows CE. I have used the NDIS function NdisMRegisterDevice in the XP
driver to create a device object so that application level code can open the
driver using the device name registered by calling NdisMRegisterDevice.

On Windows CE this function is not supported in ndis.lib. Any alternative
function that I can use?
