It is not clear what is empty -- I don't know what control.exe is. The
control panel? Are you able to run file explorer, or use cmd.exe, to list
the file system contents? Are any of your persistent directories present?
Is SD\windows getting mounted as "\windows" now that you switched to the
ROM-only file system? You can try creating an extra file - like
SD\windows\myfile.txt -- before you switch. If that file is present as
\windows\myfile.txt after the switch, then the file system is working
properly.
