How to load a CEPC image to a Compact Flash

All, I am building an OS (CEPC using PB v5.0) and the taget device is a PC104
with a Compact Flash which acts as an IDE hard drive. The PC104 is from
Advanced Digital Logic and did not provide a BSP. This PC104 is a standard
x86 PC, except the "hard drive" is the Compact Flash".
The examples in PB demonstrate how to use an existing PC to boot from a boot
floppy, which calls 'loadcepc' to get the OS image over ethernet. But, this
places the OS image in memory.
What is the procedure for loading a CEPC image to a Compact Flash card so
the PC104 can boot from this flash card?
I have an adapter on my development system (running PB) for the Compact
Flash - it is the E: drive. I can copy files from my development system
directly to the flash card. If I only need to copy files, which files do I
copy? Will the Compact Flash be bootable on the PC104?
