Registry Editor doesn't work with ethernet debugger

Hi all,
I came across a registry editor's problem. I build a BSP and download to the
target by using Platform Builder 4.2.
After that, if I use USB to connect the target board to my desktop, in
"Windows CE Platform Manager Configuration" property page I choose Microsoft
AcitveSync for transport and startup server, it works.
However, if I diconnect USB, and choose ethernet connection, whatever
setting it is in "Windows CE Platform Manager Configuration" property page
, I couldn't make Registry Editor work. But it seems two modules are
downloaded to the target, they are CEMGRC.EXE, CETLKITL.DLL, if I choose
Any suggestion?
