ActiveSync can not be active after reconnect the USB cable

After our WinCE .NET 4.2 based platform startup, I use a USB cable to connect
it to a laptop(Windows XP) with ActiveSync 3.7 installed. The ActiveSync is
active automatically and works fine. However, when I disconnected the USB
cable, and reconnect it again, the ActiveSync is not coming up. I checked the
control panel of the laptop, the correct USB device is found. Then I use the
"ActiveSync --> File --> Get Connected and Connection Settings" on laptop,
the ActiveSync is active and works fine. So could you give me some tips for
that why the activeSync can not be active automatically? Thanks in advance.
