root file system problem

    Hi,all:
       Now I use SD card as my root file system and shadowing windows with PB
    wince4.2.
        first,I used ram and rom file system ,I copyed all the files except
    *.exe,*.dll,*cpl from windows\ to SD\windows\
        then I used rom only file system and built it,when I reboot the
    system,everything seem OK,but when I launched the control.exe module,it is
    empty!nothing is in it.why?
