CE 4.2 Telnet, programmatic enable

By default the telnet server on our platform is disabled:

hklm/Comm/TELNETD/IsEnabled = 0

Authentication is off.

We have an application that permits a user to enable telnet by setting the
"IsEnabled" registry entry to "1". The documentation says that the registry
entries are read on before servicing each request, however, even when the
telnet server is enabled (I checked the registry) I can not connect.

If I default the server to be on then all is well.

Anyone know if more is required that setting the "IsEnabled" key non-zero?
