We are running CE 5.0 on proprietary X86 VIA hardware. Sometimes we upgrade
the CE image that is stored in compact flash by connecting to a share on the
network and copying the new image from the share to the target CF. Once
downloaded, we power down (this actually remove all power), remove the
network connection and then power up to reboot the app.
One of my co-workers followed this procedure with problem but observed the
pop-up below approximately 5 hours after completing the procedure. Does
anyone know how or why this happened? BTW I search wince500 for this
message and found it but it is unclear where it is actually used.

DHCP was unable to obtain an IP address. If the netcard is removable, then
you can remove/reinsert it to have DHCP make another attempt to obtain an IP
address for it. Otherwise, you can statically assign an address."
