Additional dependencies of public tree clone

I wish to add an additional tab to the atlprop.exe of a Windows Based
Terminal design. I copied the relevant subtree WINCE500\Public\rdp to
my platform folder as per the How-to in the Platform Builder
documentation and added what was needed to see a new tab in the
atlprop.exe. This worked fine until I added dependencies on
iphlpapi.lib. How can I resolve these dependencies without editing the
TARGETLIBS for atlprop in WINCE500\Public\rdp\cesysgen\makefile?
I tried copying rdp\cesysgen to _PROJPUBLICROOT but this did not help.
Should I copy it somewhere else to override
WINCE500\Public\rdp\cesysgen\makefile or is there an environment
variable that I can set (e.g. in sources.cmn) to resolve this issue?
Obviously I wish to avoid changing anything in the public tree.
