in Win CE .NET, input panel engine reads the 'AllowChange' registry value
when the the input panel is initialized during boot up. So if u check or
uncheck the "Allow applications to change the input panel state" checkbox,
the change is affected during the next boot up.
if it is unchecked the input panel will not pop up automatically on
activating any edit field.
