PCI Bus Driver Problem

I am developing a X86 board. The OS is WinCE 4.20.
There is a PCI interface, so the user can plug or un-plug any PCI devices.
After the user plugs or un-plugs a PCI device and then turns on the machine,
it will crash when the OS boots.
The only one way to boot successfully is to delete all instances in the
registry
under HKEY_LOCAL_MACHINE\Drivers\BuiltIn\PCI\Instance.
I have traced the code under C:\WINCE420\Public\Common\Oak\Drivers\PCIBUS.
The way PCI bus driver enumerates all PCI devices seems ok.
Our board can use Windows 2000 as its OS, too. In Windows 2000, it's ok when
the user plugs or un-plugs a PCI device.
Does anyone have the same problem?
Is it a BIOS problem, WinCE PCI bus driver problem, or PCI device driver
problem?
