oempoweroff 5.0

We are using pxa270 and wince 5.0 mainstone BSP.i find there is no
implementation of oempoweroff.
how did intel guys checked wakeup sleep under windows CE 5.0? if they
did,why its hidden from the customers?????

can intel or microsoft give us code to implement the same.

why the hell on earth they dont give a full implementation of BSP?

Microsoft says using windows CE we can reduce time.....is it a marketing
quote or what?

anyways , can anyone help us in implementing the same.
