Checkbox "Allow application to change the input panel state" has no effect

The checkbox "Allow applications to change the input panel state" in
the Input Panel control applet has no effect. My input panel (LargeKB)
always opens automatically if I activate a edit field. Is this
correct? Is a workaround available?
