WinCE 5.0 Power management

I built a platform on WinCE 5.0 based on x86. When I tested power management
function, I found it can work fine mostly, when I click the 'suspend' button,
system will come into suspend status, and resume after I moved mouse or
keyboard. But sometimes, system will resume as soon as I click 'suspend' or
will not resume again no matter whether I move mouse or click keyboard. the
probability of them is about 20% without any regular rules.
I checked info from debug window, and can not find any exception or errors,
the former scenario has as same debug info as usual, and the latterone will
hang at
'Calling OEM Power off' and will not resume.
I think it is caused by power management timer or some kinds of collision
with device drivers.
anybody can help me or show me some clues or give any advices about it?
