"Port not available" is shown with ActiveSync after cold boot

Hi,
After I cold-boot our device if there is a USB connection between our device
and PC, "Port not available" is shown sometimes.
As a result, activeSync is not connected.
It seems to be caused owing to fail to setup the activeSync connection.
Is it because USB driver is loaded too earlier ?
How to solve this issue ?
