PQ applies to BSP architecture (the way sources are organized) to give a
better reading or an easier adaptation when porting to another board. It
does not apply to performance.

I don't have experiences on SMDK2410 with CE 5.0, but my feeling is that
it's more likely a setting missing in CE 5.0 SMDK BSP, toward 4.2 version
(obvious things would be cache activation, CPU or Bus clock speed, ...)

You should compare the initialization parts of 5.0 BSP towards 4.2 one.
